City of Orlando
Implementation Plans
FY 2024-2025 Plan
The City of Orlando has developed an Opioid Misuse Abatement Plan, funded by the proceeds from opioid litigation, aimed at addressing the opioid crisis through prevention, treatment, and referral services for individuals affected by opioid use disorder (OUD) and related mental health and substance abuse disorders. The plan aligns with the core strategies of the Florida Opioid Settlement Fund and seeks to expand existing programs and introduce new services based on several priorities. These include enhancing warm hand-off programs and recovery services, expanding access to a full continuum of care, supporting transportation to treatment services, and connecting individuals to evidence-based prevention and treatment programs.
Additionally, the plan emphasizes the importance of alternative responder models for OUD-related emergencies and cross-system coordination to prevent opioid misuse and overprescribing. Key objectives of the plan focus on facilitating access to community-based programs, increasing access to community and human services, providing opportunities to de-escalate crisis incidents, enhancing the delivery of measurable outcomes for low-risk incidents, reducing referrals to the criminal justice system or hospital emergency rooms, and ensuring distressed individuals feel supported when seeking services. To implement these strategies, the City of Orlando’s expenditure plan for FY24-25 includes funding for key personnel such as a Mental Health Intervention Program Manager and two Substance Abuse Victim’s Advocate positions. These roles are designed to coordinate public safety mental health initiatives, opioid diversion and response programs, and provide support to opioid overdose victims and their families. The plan also allocates funds for private transportation support services to meet its key objectives, ensuring that individuals can access the necessary treatment and recovery services.
This summary captures the essence of the City of Orlando’s Opioid Implementation Plan by focusing on its strategic approach to using litigation funds for opioid misuse abatement.
