A needs assessment was conducted, including data analysis of current trends in opioid-related emergency calls and local crime statistics, as well as a resource inventory to identify gaps in law enforcement and fire rescue capabilities. The strategic priorities include comprehensive training programs for handling opioid-related incidents, supplying necessary equipment and technology such as protective gear and overdose kits, and conducting public education safety campaigns. The plan also emphasizes the importance of community outreach, including educating the community on overdose prevention and providing Narcan administration training.
The budget allocation for the plan includes $4,845.05 under Schedule A and $60,459.71 under Schedule B, totaling $65,304.76 in settlement funds utilized. The implementation timeline spans from October 2024 to September 2025, with phases for procuring equipment, launching public safety campaigns, continuing outreach initiatives, and evaluating the effectiveness of the funded programs. Both CCPD and CCFR are responsible for overseeing training, enforcement operations, and community outreach, with collaboration encouraged among surrounding law enforcement, fire rescue, public health agencies, and community organizations. Monitoring and evaluation will be conducted quarterly, overseen by CCFR’s Assistant Chief of Administration and CCPD’s Accreditation Manager, to ensure the effectiveness of the program. This includes financial and performance reporting, with comprehensive performance reports submitted to the City’s Finance and Legal Department.
